Junction Improvements (2023 Proposals)

Junction Improvements

The following junction changes shown below have previously been agreed by Waverley Borough Council in 2017.These changes have been adopted as part of the High Street improvements to help minimise disruption during construction. The planning application for these improvements is: WA/2017/1396.The following changes have been funded using Section 106 funds from developers to offset the increased vehicle movements from the new developments.&nbsp; About the Junction improvements - Ewhurst (Obelisk) JunctionTo help make the junction safer for pedestrians and improve the flow of the traffic, we will make some minor adjustments to the kerbs to widen pavements, add some crossing islands and some tactile paving.&nbsp;Please see the design below for further details:

About the Junction improvements - Horseshoe Lane and St James WayAt the Horseshoe Lane junction, we will change it from a mini roundabout to a priority junction and also add a raised surface at the junction of St James&#39;s WayThis will act as a gateway into the village to alert drivers of the change of environment and improve pedestrian accessibility.Traffic modelling has previously been undertaken which has shown the Horseshoe Lane junction acts more efficiently as a priority junction and will improve traffic flow.Please see the design below for further details:

You said, so we did... 

What engagement have you done to date? &nbsp;In November 2023, Surrey County Council&#39;s Placemaking team held two public engagement sessions to display the new designs. These engagement sessions were held at Cranleigh Arts on Wednesday 8th November &ndash; 3pm - 8pm and Thursday 9th November &ndash; 3pm &ndash; 8pm. The displays were also available at the public library during open hours for a week following the event.&nbsp;&nbsp;In October 2023, a social media campaign was started to advertise the next part of the engagement process. From 31 Oct to 8 November, 3,458 accounts were reached.&nbsp;Our website was also updated, and an email was sent to all the people who had registered an email address with our website.&nbsp;In November 2022&nbsp;Surrey County Council&#39;s Placemaking team&nbsp;carried out three public face to face engagement sessions to capture local residents comments and suggestions. The dates were: &nbsp;1 November 11:00 &ndash; 16:00; 3 November 15:00 &ndash; 18:45; 5 November 10:00-12.30. &nbsp;&nbsp;Surrey County Council undertook a series of social media posts, advertising the 2022 public consultation, which received 4752 views. These posts were targeted to those within Cranleigh. Posters were also distributed along the High Street with the dates for the public engagement events in 2022 and 2023.&nbsp;&nbsp;In May 2023, Surrey County Council&#39;s Placemaking team and Surrey County Council&#39;s Community Link Officer visited each of the retailers along the High Street and asked them their loading and delivery requirements. The businesses were also asked to share their email addresses if they wished to be kept informed of updates to the High Street scheme. The loading &nbsp;information was recorded and will be used during the detailed design to decide the most appropriate locations for loading bays and parking spaces.&nbsp;&nbsp;The parish council were continually involved in the plans for the High Street. The minutes from the Working group meeting in September along with copies of the plans allowed the Parish in September 2023, to record formally in their minutes that they agreed to certain aspect of the designs. They also mentioned the planned engagement events in November in their minutes of their September meeting, as well as providing a link to this Cranleigh commonplace website.&nbsp;&nbsp;Surrey County Council is also working with the Cranleigh Working party, which consists of a number of members including Waverley Borough Council representatives &amp; Cllrs , Parish Councillors, Chamber of commerce, BID, Civic society and local residents.&nbsp;Most recently, Surrey County Council&#39;s Placemaking team emailed all the businesses that had provided their email addresses, with an opportunity for a morning&rsquo;s meeting (as the November 2023 events had covered the afternoon and evening). The meeting was to share the designs listen to their feedback. Sadly no one attended this meeting. Due to that, the project manager and her team have started to visit Cranleigh High Street again and undertake further face to face engagement with independent businesses &ndash; such as the bakery, butcher and newsagents. We will continue these visits over the coming weeks.&nbsp;

Following consultation and next steps Surrey County Council&rsquo;s Cranleigh High Street Highways and Public Realm improvements is progressing to the next public engagement phase and dates and the venue have been shared online. We have now had time to consider all the comments from the previous consultation stage and these have informed the next stage of the project whilst ensuring that we continue to meet the project objectives which are: &nbsp;<ul><li>Create an attractive environment for residents and&nbsp;visitors&nbsp;</li><li>Encourage more active modes of transport (like walking and cycling)&nbsp;</li><li>Improve air quality and introduce more greening&nbsp;&nbsp;</li><li>Encourage more people to visit and stay&nbsp;longer&nbsp;</li><li>Improve the local&nbsp;economy&nbsp;&nbsp;</li></ul>We have continued to work with the High Street working party comprised of a range of local stakeholders throughout the process and look forward to seeing more of you at the forthcoming engagement session.&nbsp; Autumn 2022 consultation summary We want to thank all the residents who took the time to provide feedback to us, both in the initial research and in the subsequent consultation in Autumn 2022. The website gathered 868 responses from 472 people over the course of the consultation. In addition, 17 emails and 4 letters were received and have been included in the analysis. &nbsp;Analysis of the responses showed that overall:<ul type="disc"><li>Respondents were largely negative in their response to the Post Office proposal. Around 70% of respondents were unhappy or very unhappy with this proposal.</li><li>Respondents were divided on the Fountain Square proposal, with 41% happy or very happy compared to 42% who were unhappy or very unhappy. The main positives that people commented on were the reduced traffic, making it safer for pedestrians and making Cranleigh a more attractive place to visit. &nbsp;</li><li>Most comments on removing the bus stop laybys were negative</li><li>The people who responded negatively about the Fountain Square proposal were more likely to think that the changes would worsen traffic conditions, make it harder to unload vehicles and would have a negative impact on the shops. &nbsp;</li><li>The comments in support of the Fountain Square proposal focused on the plentiful parking in the car parks, considered that the High Street would be improved without the parked cars and that widening the pavements would be better for people with buggies or wheelchairs and would improve the village and encourage people to spend more time there. &nbsp;</li></ul>We have been taking the time to review all the comments in detail and have continued to work with the High Street working party, comprised of a range of local stakeholders. Based on the feedback and residents&rsquo; requests to improve the village, we have updated the plans and will present these to residents at a public engagement event on Wednesday 8th November and Thursday 9th November 2023 at Cranleigh Arts (15:00 - 20:00).&nbsp;

Please find a list of frequently asked questions.&nbsp;How is this being funded? &nbsp;Funding for this project is coming from a number of sources, with the majority coming from Section 106. Section 106 contribution is secured from developers as part of a planning application to build new housing or convert other buildings to residential properties.The aim of the money is that it is used to improve infrastructure in the local area to help support the new dwellings. It cannot be spent on other services provided by the council and is spent on a &lsquo;use it or lose it&rsquo; basis.Once Section 106 contributions are secured, it is possible to apply to have this topped up, or match-funded, by other local councils, in this case partly from Surrey County Council and partly from Waverley Borough CouncilJunction changes (Horseshoe Lane and Village Way)&nbsp;Earlier in the year Surrey County Council conducted traffic modelling studies. These studies were conducted during school term time, taking into account new and future developments in the area.&nbsp;For Horseshoe Lane, the modelling concluded that changing the junction from a mini-roundabout to a priority control would lower journey times and reduce queues in peak hours from all approaches.For Village Way, the traffic modelling concluded that changing the junction from a mini roundabout to a priority junction would result in small decreases in journey time on the High Street westbound approach and Village Way. The modelling did not show a significant benefit during peak hours, am and pm. &nbsp;The modelling also looked at a 20mph speed restriction, however this did not have an impact as traffic already travels at a slower speed during peak hours. &nbsp;The changes proposed would also improve the junctions for cyclists and pedestrians as well, by making them safer and easier to cross. &nbsp;What are raised tables?&nbsp;The proposals show &lsquo;raised tables&rsquo; throughout the High Street. These are highlighted in pink on the plans. A raised table is a traffic calming measure, similar to a speed bump but longer and with a flat top. They tend to straddle a junction, with a ramp on either end, which is painted with white arrows to be visible to drivers. Adding a raised table will allow level access for pedestrians and cyclists and should also result in vehicles travelling at lower speeds on this stretch of road.&nbsp;Why are you proposing to remove on street parking?&nbsp;The principle of this design is directly linked to our Local Transport Plan (LTP4). We are looking into the removal of on-street car parking to encourage active travel (where possible), improve air quality, improve the health and well-being of local residents and reach our target of <a data-uw-rm-brl="pending" data-uw-rm-ext-link="" href="https://www.surreycc.gov.uk/community/climate-change/what-are-we-doing/climate-change-strategy" rel="noopener noreferrer" target="_blank">carbon neutral 2050</a>.The removal of parking spaces enables us to widen the pavements, making it a safer and a more pleasurable experience for all. People with reduced mobility such as wheelchair users or those using walking aids; people with pushchairs or those with sight issues will find it much easier to use a pavement that provides plenty of space. Wider pavements allow space for seating opportunities, greening opportunities such as trees, planters etc. and separates pedestrians further away from vehicle traffic.&nbsp;A parking survey conducted recently on Stocklund and Village Way car parks showed they were only filled to 50% capacity on a weekday and 75% capacity on a weekend, so we believe there will still be plenty of car parking spaces in the village. We are proposing to remove 22 on-street parking spaces and there are around 140 spaces free at the weekend. &nbsp;All disabled parking bays will be retained &ndash; they may be relocated but we are not removing disabled bay parking. &nbsp;Can you introduce 1-hour free parking in the car parks? &nbsp;Car parks are managed by your district or borough council. In Waverley, all machines in off-street car parks are managed by Waverley Borough Council and all on-street machines are managed by Guildford Borough Council. As this is a common request, Surrey County Council will investigate to see if this is possible.&nbsp;Why are you proposing to remove the bus laybys? - NO LONGER APPLICABLE FOLLOWING 2022 CONSULTATIONSThe latest guidance for bus routes suggests that bus lay-bys are not appropriate because they:<ul><li>cause delays to buses on re-entering the traffic stream</li><li>are incompatible with the now-mandatory low-floor bus designs, which require an approach to the stop at a shallow angle</li><li>can be a danger to pedestrians at bus stops because of the rear-end sweep upon leaving the lay-by</li><li>reduce the pavement width at the very place where greater width is needed. Lay-bys should only be used where there is a bus lane or busway, enabling buses to overtake one another, or for bus layover.</li></ul>In Cranleigh it has been reported that there is often illegal parking in the bus layby outside of Stocklund Square and Fountain Sqaure, forcing the bus to stop elsewhere or wait for the illegal parked car to vacate the layby.&nbsp;Removing the bus laybys will improve bus journey times where buses experience delays in pulling away from bus stops or where they find difficulty in accessing the kerb to allow wheelchair-bound users to board and alight.Surrey&rsquo;s Transport team has been liaising with the bus operators to ensure that if these proposals go ahead the bus drivers will not be able to sit and wait at these stops.&nbsp;

We are also no longer improving the public realm outside of the Village Hall. These improvements will be kept:<ul><li>Improving the public realm in the Fountain Square area, including introducing restricting vehicle access at certain times (accessible parking bays to be located nearby). Access to &nbsp;roads like Onslow Mews will be maintained at all times.</li><li>Resurfacing and widening the footways where possible</li><li>Introducing raised tables to help cars stick to the 20mph speed limit, kerb lines and tactile paving will make the edge of the pavement clear to pedestrians&nbsp;</li><li>Improving the public realm and removing the pools of water, where possible, that form outside the Post Office area.</li><li>Converting the mini roundabout at the Village Way junction into a raised priority junction</li></ul>

We will be releasing updated designs shortly.</h4><h2>Fountain Square proposal</h2></div></div><div data-testid="ProposalSectionRender"><div data-testid="Container"><div data-disable-events="true">Fountain Square is the heart of the village, but currently it&#39;s not fulfilling its potential.&nbsp;We&#39;ve listened to residents and propose to make some changes to improve the area. These changes include:&nbsp;<ul><li>timed pedestrianization</li><li>wider and repaved pavements</li><li>removing unnecessary street clutter&nbsp;</li><li>new planting and trees</li><li>space for public seating and outside dining&nbsp;</li><li>more cycle parking&nbsp;</li><li>relocate the bus stop</li></ul>To make space for these improvements, some of the on-street parking will be removed, but the number of parking spaces available for Blue Badge holders will remain the same.A parking survey conducted recently on Stocklund and Village Way car parks showed they were only filled to 50% capacity on a weekday and 75% capacity on a weekend, so we believe there will still be plenty of car parking spaces in the village.Pedestrianizing&nbsp;Fountain SquareThe possibility of pedestrianizing Fountain Square is something that many people in the village are very passionate about.&nbsp;Surrey County Council are proposing to restrict vehicles from driving through Fountain Square from Friday to Sunday (including bank holidays). During these days parking will not be permitted in Fountain Square.Why Pedestrianization?There has been a request for more open space in Fountain Square area to allow for weekend markets stalls, more seating and more cycle infrastructure. By pedestrianizing Fountain Square, the cafes, restaurants and the local pub will be able to use this space for outside dining (licence permitting).We&#39;ve provided detailed plans, below, along with artist&#39;s illustrations of how Fountain Square could look.
